The Department of Social and Health Services (DSHS), Division of Behavioral Health and Recovery (DBHR) is searching for a highly qualified, detail oriented, culturally competent Behavioral Health Treatment Manager WMS2 in Lacey, WA.

DBHR provides support for chemical dependency, mental health, and problem gambling services throughout Washington State.

Scope of responsibilities:

The Behavioral Health Treatment Manager is responsible for planning and policy development relating to state-wide adult chemical dependency services.

The successful candidate will manage the statewide systems improvement workgroup, managing the implementation of adult chemical dependency related legislation and budget proviso’s, and Governor’s Results Washington priorities.

The Treatment Manager is also responsible for developing and managing the utilization of the adult chemical dependency services budget.

 

You will have the opportunity to:
Administer one or more statewide policies or programs that include: Developing, managing, planning, organizing, and coordinating all adult chemical dependency treatment services.

Serve as primary contact and treatment manager for women and family substance abuse issues and represents the state as the Women Services Network representative at the National Association of State Alcohol and Drug Addiction Directors (NASADAD).

Interpret and operationalize for department staff, contractors, and others, the goals, policies, regulations, and contract requirements related to Pregnant and Parenting Women (PPW), and other treatment services programs.

Develop the PPW, and adult residential and outpatient budgets with input from the Behavioral Health Treatment Managers, other DBHR staff, and treatment providers.

Provide direction, assistance and review of other program priorities and budgets in the Office of Behavioral Health and Prevention.

 

QUALIFICATIONS:

Required education, experience, and competencies:

A Bachelor’s degree in social sciences or related field, plus 5 years’ experience in contract management, substance abuse and monitoring;
OR
A Master’s degree in social sciences or public administration or related field, plus 2 years’ experience in contract management and monitoring.

Additional years of experience may substitute for college education.


Along with:
Experience and knowledge about the state Medicaid services system.

Knowledge of current state of the art practice principles for alcohol, tobacco, and other drug abuse treatment strategies that incorporate risk and protective factors, and the continuum of care to include prevention, intervention, treatment and aftercare services.

Ability to manage programs fiscally, including budget development, identifying federal, state, and community resources, monitoring expenses, accounting to legislature, and other funding sources, and adjusting for fiscal changes.

Ability to interpret, develop, and implement policies and guidelines for treatment of alcohol, tobacco, and other drugs.


Desired education, experience, and competencies:
Working knowledge of the Washington State Medicaid Plan (SPA).

Strong organizational skills.

Knowledge of state and federal legislative process, policies, and regulations, including Washington Administrative Code (WAC) 388-805 on chemical dependency treatment, and their applicability and relationship to DBHR for treatment services to women and family services.

Knowledge of the roles and responsibilities of state, community agencies, federal government, federally recognized Tribal authorities, and urban Indian programs, and their relationships with state government for the chemical dependency field.

Knowledge of the science, technology, and art of addictions treatment, co-occurring disorders, and related clinical issues.

Ability to assess client service needs, interpret current research, and monitor management information systems in order to develop, modify, and evaluate programs.

Ability to lead meetings, facilitate workgroups, and represents division/department management positions.

Knowledge and understanding of the information systems within DBHR, including TARGET, EACD, and Treatment Analyzer/SCOPE.

Knowledge and understanding of Federal/Tribal relations, the Centennial Accord, and the Agency Administrative Policy 7.01.

Ability to ensure quality standards of delivery, including appropriate outcomes, are met and maintained.
