Background:
The Health Care Authority’s Division of Behavioral Health and Recovery (DBHR) relies on the coordination of hundreds of contracts, funded by multiple sources, to support and provide a wide array of behavioral health services in Washington State.  The purpose of this position is to provide contract management, contract expertise for the purposes of consultation, training, coordination, tracking and support to DBHR staff and leadership to effectively manage and resolve DBHR contract issues with statewide impact.

Position Objective:
This position is responsible for the oversight and subject matter expertise for DBHR contracts.  The position will provide contract decision making, training and coordination of DBHR contracts, manages several DBHR contracts, including the creation, revision, consultation and monitoring of contracts for this large HCA division.  Serving as a liaison between HCA Office of Contracts and DBHR, the position will ensure effective management of procurement, contract processes, and monitoring of metrics, thereby enabling the division to provide high quality, cost-effective solutions in partnership with business and project stakeholders. This work includes multi-disciplinary, complex decision making, and high visibility projects, as well as minimizing the risk of audit findings for the agency.

Some of what you will do: 
Manage DBHR contracts, oversee all DBHR contract coordination, decision-making, consultation and tracking, in support of DBHR staff and leadership to effectively identify and resolve contract issues with statewide impact.

  • Serve as a subject matter expert and central point of contact to ensure a complete Goods and Service Request (GSR) package is received by OCP to include shepherding the GSR to budget and the Appointing Authority for review and approval.
  • Report to DBHR leadership weekly on contracts status, identifying and managing contract and potential audit issues.
  • Work with the Program, Contract Managers, and Leadership to ensure a GSR is submitted when a grant application is submitted - not awarded - so specialist can hit the ground running when awarded.
  • Decision-making authority related to prioritization of the contracts moving from DBHR to the Contract Unit, in order to expedite efficient contracts.
  • Track contract spending.
  • Review Program contract inventory with Program, Contract Managers, and OCP, to ensure applicable contracts are submitted to Labor Relations for review and shepherds the review process.
  • Review Program contract inventory with Program, Contract Managers, and OCP, to ensure applicable contracts are submitted to Tribal Affairs the review process.
  • Monitors termination timelines for all division contracts.
