TRAINING DESCRIPTION:
One of the biggest challenges to commercial tobacco control has always been preemption. This summit is designed to provide attendees with a clear definition and understanding of what preemption is and how it impacts tobacco control efforts, specifically on the local level. The training will emphasize how preemption can be a threat to evidence-based strategies that support health equity and protect the public’s health. Case studies will be discussed providing examples of how preemption can be overturned and/or prevented.

LEARNING OBJECTIVES INCLUDE:
Define preemption as it relates to commercial tobacco control policy
Identify tactics used to break or repeal preemption
Identify tactics used to prevent or avoid preemption
Identify the difference between advocacy and lobbying
Describe community mobilization tactics for success
Identify resources to use in developing successful campaigns
